Principal Secretary Panchayati Raj- Manisha Panwar directs officials to ensure successful organization of various days under ‘Gram Swaraj Abhiyan’

Dehradun: Principal Secretary Panchayati Raj, Manisha Panwar has informed that from April 14 to May 05, 2018, ‘Gram Swaraj Abhiyan’ will be carried out in the state. The campaign will begin on April 14 in the form of Social Justice Day. During the campaign ‘Swachh Bharat Divas’ on April 18, ‘Ujjwala Divas’ on April 20, National Panchayat Raj Divas on April 24, ‘Gram Swaraj Divas’ on 28 April, ‘Ayushman Bharat Divas’ on 30 April, ‘Kisan Kalyan Divas’ on May 2, and ‘Ajeevika Divas’ on May 05, will be celebrated.

Presiding over the meeting of all concerned departmental officers in the Secretariat on Tuesday, Principal Secretary Manisha Panwar said that all the concerned departments should immediately provide their action plan to the Additional Secretary, Panchayati Raj, for successful organization of the campaign. She also instructed that the concerned departments at state, district and block level will also nominate a Nodal Officer for the campaign. In the districts, the Chief Development Officer and at the Block level the District Magistrate will nominate any officer as Nodal Officer. She also asked the departments to coordinate with District Magistrates.

Principal Secretary Manisha Panwar said that programs to be held on various days will be organized simultaneously at state, district and block level, so that information about the schemes and their access can reach the beneficiaries. She said that the purpose of this campaign is to achieve social harmony, access to poor rural families, to get feedback on programs being run, doubling the income of farmers, creating livelihood opportunities, and strengthening cleanliness and Panchayati Raj, and to promote public participation. It should be kept in mind that participation by every section of the society in this campaign should be ensured, so that the campaign becomes meaningful, motivating and complete information provider. To ensure the involvement of masses, involvement of women self-help groups, micro industries, planning and systematic monitoring should be taken care of. In the meeting, she said that participation of public representatives should also be ensured in organizing these days.

 Principal Secretary Manisha Panwar said that the list of the days to be organized under this campaign should be made available to all departments. Based on this, action plans should be made, and efforts should also be made for their implementation and to honor the beneficiaries on the occasion.

Secretary for Information and Skill Development Dr. Pankaj Kumar Pandey said that on the occasion of ‘Ajeevika Divas’ (Livelihood Day), a panel discussion on women empowerment and livelihood entrepreneurship, skill development and social development at the state, district and block level should be organized. For this, skill vans will be touring the districts, in which all concerned departments will ensure their participation. She said that all the departments should give details of various campaign days’ related programs and schemes,  to the information department; so that they can be widely publicized at state and district level, and can be helped in their documentation. She nominated the Joint Director of Information Department Ashish Kumar Tripathi as Nodal Officer for this. The District Information Officers will be responsible for the publicity in the districts.

Among those present in the meeting were Additional Secretary Panchayati Raj H.C. Semwal, Additional Secretary Village Development Ram Vilas Yadav, Additional Secretary Arjun Singh and officers of concerned departments.
