Lay special focus on parking arrangements in hill areas: Chief Minister

Dehradun: Chief Minister Mr. Trivendra Singh Rawat on Friday reviewed the implementation of the Chief Minister’s announcements in the assembly constituencies of Pithoragarh and Champawat districts through video conferencing at secretariat. Cabinet Minister and Pithoragarh MLA Mr. Prakash Pant, Cabinet Minister Mr. Madan Kaushik, Mr. Arvind Pandey, MLA Didihat Mr. Bishan Singh Chufal, MLA Dharchula Mr. Harish Dhami, MLA Lohaghat Mr. Puran Singh Fartyal and MLA Gangolihat Shmt. Meena Gangola were also present in the review meeting.

Dharchula: While taking information about the reasons behind the slow progress of the Mini Stadium in Sosa in Dharchula, Chief Minister Mr. Trivendra made it clear to the district level officers that the report being sent to the government must be based on concrete action and field inspection. Officers should take their responsibilities seriously. He instructed the Secretary Youth Welfare to seek an explanation from the officials responsible for the negligence. Chief Minister issued instructions to work seriously on developing Munsiyari as an agricultural biological hub, promoting the products made from the local species plants, developing Aromatic clusters and work plan for the production of the Puja Samagri made from the local plants. It was informed by the concerned officials that DPR of Gunji drinking water scheme will be ready witin a week’s time and it will get approval by next month. Construction work of parking and modern toilets in Dharchula are in progress. Expansion of the Blauvakot Pyapodi motor route, Dobat-Ranthi motor route, Simal to Naag motor route, Dangutoli to Chunargav motor route, construction of embankment from Elagaad and work of embankment in Tawaghat would get approval within one month. Chief Minister also directed that Raalam should also be added in the survey to develop Milam Trek Route.

Champawat: Chief Minister laid stress on proper coordination between tourism and forest department to develop trek roots and promote other tourism activities in Champawat and other hill areas of the state. Chief Minister said that it is very important to have good coordination between Forest and Tourism Department. Constituted under the Forest Department, Eco-Tourism Corporation can play an effective role in developing trek routes and promotion of tourism. Chief Minister also took the cognizance of the situation of reviving Gaudi River in Champawat. It was informed by District Magistrate Champawat that the work of conservation and preservation of the Gaudi River is in progress. This year 15000 saplings have been planted in the river area. Check dams, Chal-Khal and trenches have been developed on the river. Chief Minister called upon the work of reviving the river Gaudi to be successful with extensive public participation. It was informed by the official that work of developing tea estates by Tea Development Board in Champawat district through NABARD is in progress. Tea estates are being developed through NABARD in 600 hectare area in 5 districts of the state. A proposal of Rs 482.23 lakh has been prepared for establishment of Tea Factory in district Champawat. Work of beautification under the Swachh Bharat Mission at the district headquarters is in progress. In the district, small lakes will be constructed under NABARD. The projects of Kurm Sarovar Lake costing Rs 16.55 lakh and Deepeshwar lake costing Rs 20.53 lakhs has been sent to the government for administrative and financial approval. A proposal of Rs. 1.71 crore for the development of roads, toilets and signage and all infrastructure facilities at Purnagiri Mela has been sent by Kumaon Mandal Vikas Nigam to the government. Ropeway construction in Purnagiri, construction of modern toilets, parking and bus stand in Champawat, construction of toilet and parking in Tanakpur are in progress. Survey has been started for master plan for the planned development of Champawat and Tanakpur. The work of conducting tourism activities in the fort at Champawat will begin from December 2019.

Gangolihat: Taking strong exception to the delay in construction of the Dr. Bhim Rao Ambedkar Park and Prerna Kendra Berinag, Chief Minister issued strict orders to the officials to ensure the implementation of these announcements on priority basis. Officials informed that the construction of the rafts at different places between the Almora Ascot Berinag Motorway and Raiagar Seraghat Motorway would be completed by March 2019. Work for the improvement of the sloughy area on Sanikhet-Chadauli motorway has been completed. Survey has started for Ganai Vasukinag Drinking Water Scheme.

Lohaghat: During the review of the announcements made for the Lohaghat assembly constituency, Chief Minister directed the Tourism Department to work on the action plan to develop Vivekananda tourism circuit in Lohaghat and adjoining areas. Chief Minister said that this year is special as it marks the completion of the 125 years of Swami Vivekananda’s historic speech in Chicago. In order to preserve the memories of Swami Vivekananda in Uttarakhand, this work should be done.  In places where Swami Vivekananda visited and resided in the state, they should be developed in terms of tourism under the Vivekananda Circuit. The personal property of Swami Vivekananda in the Bageshwar should also be protected by the government. It was informed by the officials that the work of upgradation of Animal Service Centre in Lohaghat has been completed. Administrative and financial approval has been given for the construction of Kolidek lake and a sum of Rs. 8 crores has been released. The survey work is underway for master plan for planned development of Lohaghat. DPR of Kora River Lift Drinking Water Scheme in Development Block Patti is ready and the scheme will get approval by September 15.

Didihat: It was informed in the meeting that the land has been made available for the construction of helipad in Didihat. The process of obtaining clearance from DGCA is being started. DPR of Digra Muvani Kalon Gaad Drinking Water Scheme is ready. Approval will be received by August 5.

The assessment of construction of the from Madmale Dabas road to Churchu-Kunku motorway has reached the government. DPR of Garkha Lift Drinking Water Scheme is ready. Survey for motor route from Kathpatiya Dobance Motor to Baarso has been completed. From Bungachina to Nagroda Motor way and work of concretisation from Gadgaon to Lachaur will be completed by March 2019. Didihat Drinking Water Scheme is 65 per cent complete and it will be completed by March 2019.

Pithoragarh: On the issue of the construction of parking in Pithoragarh, Chief Minister said that parking arrangements in hill areas should be taken seriously. Chief Minister said that we have to take a policy decision. After the construction work, these places should be operated effectively. The management of the operating institutions should be efficient. After the construction, these can also be given to the local bodies like Gram Panchayat or Nagar Panchayat etc. Chief Minister inquired about the efforts being made for reviving the river Rai. District administration said that in the first phase, 4500 saplings were planted and plants are being looked after well.

Chief Minister directed the installation of light and sound systems in the fort at Pithoragarh and making historical museums. Chief Minister also instructed that the work of Pithoragarh Nursing College, whose classes are being run from Haldwani, should be completed soon. Secretary Health informed that the unfinished construction work of the base clinic Pithoragarh will be completed by March next. 50 additional beds in the Pithoragarh BD Pandey District Hospital, at a cost of Rs 5.55 crores, will get the approved in one month. The plan will be completed by March 2019. In Pithoragarh district, a total of 27 doctors have been deputed in the year 2018 out of which 24 doctors have joined. Four doctors have been appointed through contract. The announcement of the Chief Minister regarding the appointment of doctor’s stands fulfilled.

GO has been issued in connection with the development of industrial habitat in Pithoragarh. Rs 83 lakh have been released against the assessment of Rs 2.8 crores. Work on the plan will start within one week. The work of survey for the master plan of Pithoragarh has been started.

Chief Secretary Mr. Utpal Kumar Singh, Additional Chief Secretary Mr. Om Prakash, Principal Secretary Shmt. Manisha Panwar, Mr. Anand Bardhan, Secretary Dr. Bhupinder Kaur Aulakh etc. were present in the meeting.
