CM Rawat for task force on employment

Dehradun: Uttarakhand Chief Minister Mr. Trivendra Singh Rawat has instructed to form committee of experienced officers at the departmental level besides forming a task force to provide more employment opportunities in the state.   He said that the aim of his government remain to provide employment to large number of people and decision has been taken to observe the year 2018 as ‘Employment Year’.

To generate employment opportunities all department must work in coordination: CM

Chairing a meeting regarding generation of employment, Uttarakhand Chief Minister Mr. Trivendra Singh Rawat instructed all departmental officials to work in cooperation with each other in generating employment opportunities.  He said that serious thinking was needed on the issue and the state government has to take care of both trained as well as well as untrained people. He said that since there is limited scope of government jobs there is need for consolidated and coordinated efforts to generate  employment opportunities so that an atmosphere is created where the state can stand on its’ own feet.

Emphasizing the need to start from the block level, he suggested that gram pardhan, block parmukh, subject experts and general public should be consulted to come up with a solid policy. He hoped that if such an exercise is undertaken at the block level, it will have positive results and pave the way for similar initiatives at the district and state level. This will help generate resources in these areas and encourage people to take up employment and self-employment opportunities.     He asked the departmental officers to deeply think over it and come up with an effective policy.

 Departmental officers should visit the blocks from time to time: CM

The Chief Minister said that departmental officers should visit the block from time to time and interact with the entrepreneurs of different fields and traders, which would help in the implementation of an effective work plan at the state level. He hoped that with such coordinated efforts, the state government would be able to link 4.25 lakh people with employment.

Overseas Placement company should be formed in Uttarakhand like other states: CM

Chief Minister Mr. Trivendra Singh Rawat said that to provide employment opportunities abroad for the youth of the state, the state government should take initiative in seeking license from the Union government to form an overseas employment company as done by other states. This would provide employment opportunities abroad for the youth in hospitality, health, IT and education sectors.  He said that focus should be to make the youth skilful as per international standards to help them compete and face the challenges.

Forest resources should be used for economic activity and employment: CM

Chief Minister said that despite having large geographical areas under forests, its role in economic well-being of the state has been minimal.

 He said that the forest resources should be linked with employment generation besides economic usage by focusing on implementation of schemes through Van panchayats and JICA. He said that ease of doing business could also be helpful and advocated strengthening of industry and service centres. He also stressed the need for incorporation of employment generation in the proposals of investment in different departmental projects.

There is need for sensitivity for speedy action on investment proposals in the state: CM

The CM said that there is need for sensitivity in taking speedy action on investment proposals in the state. Expressing his regret over the delay being caused in granting approval to land related proposals, he said that speedy proceedings should be ensured in this regard. He said that Single Window System should be made effective so that more and more investment comes in the state.

Tourism is base of our economy: CM

The CM said that tourism is base of our economy. He further said that work in this sector should have to be done with special focus. He added that four crore tourists visit the state, while adding that if one crore tourists purchases goods, worth Rs 100, made from the local products, then farmers and women can directly get this amount. The CM said that before the Tehri festival, a cabinet meeting would be organized at Tehri Lake, so that more and more tourists come there. He also laid stress on the filming of the Tehri and other Lakes through Drones. He said that this would help enable these places getting recognition in country and across the globe in an effective manner.

Efforts will be made to improve the economic condition of the women: CM

The Chief Minister ordered the authorities that Women Self Help Groups should be trained in the packaging and branding of the goods made from the local products, so that Self Help Groups can earn a good income. He further said that for the progress of the women folk, apart from providing the benefits of the schemes of the Rural Development and Women Empowerment, the Women Self Help Groups should be associated with the Aanganwari centres. He said that purchase of nutritious food at local level to be distributed by 20 thousand Aanganwari centres would provide source of income to local women. He also said that women should be associated with schemes for making uniforms, school bag, readymade garments. He said that if the economic condition of the women will be strong, it would also make the whole family strong.

All officers must ensure that they work in interest of the masses: CM

The CM said that all the departments are there to serve the people. Hence, all the officers must ensure that they work in the interest of the people. He said that in order to make sure that at the rural level, farmers could get the benefit from the services of the agriculture and horticulture department, the presence of the officials at Block level must be ensured, so that farmers can get information about latest techniques from time to time.

 On this occasion, Secretary, Skill Development and Chief Executive Officer, Uttarakhand State Rural Livelihood Mission Dr. Pankaj Pandey said that a form has been prepared about the efforts being made by the different departments for generating employment and a portal has also been prepared. This would provide the information about the creation of the employment opportunities. He said that special stress is being laid on the various skill development programmes being run in the state. He said that under the National Rural Livelihood Mission, training ability and skill development works would be undertaken. Under these, the Self Help Groups and their Federations have to undertake skill development training in the areas of the institutional management, establishing contact with the market, management of the present income, increasing their loan credibility and having community resource person.

 The meeting was attended by Chief Secretary Utpal Kumar Singh, Principal Secretaries Radha Raturi, Manisha Pawar and Anand Vardhan, Secretaries R.K.Sudhanshu, Amit Negi, Radhika Jha, Dilip Javalkar and Arvind Singh Hayanki.
