UPLC inks MoU with STPI for IT Park in Gorakhpur

Lucknow: Uttar Pradesh Electronics Corporation (UPLC), an undertaking of Department of IT & Electronics, Government of Uttar Pradesh and Software Technology Parks of India (STPI), Government of India signed a Memorandum of Understanding (MoU) to develop an IT Park project in Gorakhpur. The MoU was signed in the august presence of Shri Manoj Kumar Pandey, Hon’ble Minister IT & Electronics, Government of Uttar Pradesh.

Speaking on the occasion, the UP IT and Electronics Minister Mr. Manoj Kumar Pandey said that with the signing of MoU, Gorakhpur will witness the influx of rural BPOs, start-ups, entrepreneurs who shall be working in this IT Park. The project envisages to create employment opportunities for about 15000 people. He said that Department of IT & Electronics, Government of Uttar Pradesh has formulated the Start-up Policy 2016 with the vision of attracting IT/ITeS investment and encouraging large number of startups to flourish in the state. The IT Park at Gorakhpur has earmarked 20% space exclusively for startups in STPI center to promote and encourage startup ecosystem in the state. With the objective of providing impetus to natives of Uttar Pradesh, STPI shall grant reservation of 25% for them while allocating space in STPI center.

The Minister said that the IT Park in Gorakhpur shall be developed on 14500 square meter (3.58 acre) land, which has been provided by Gorakhpur Industrial Development Authority (GIDA). STPI will begin development work within three months and finish it within 18 months from commencement of construction at a proposed cost of Rs.15 crores. STPI would also identify the works to be carried out at the proposed site for setting up the STPI infrastructure as well as to create the incubation space for IT/ITeS industries.

Managing Director, UPLC Mr. Ajaydeep Singh said that the development of IT Parks in the state is a result of state government’s dynamic Uttar Pradesh IT & Start-up Policy 2016 which aims to encourage investment in IT/ITeS industry and promote skill development of talented youth in the state. In the current phase, IT Parks are being developed in Meerut, Agra, Kanpur and Gorakhpur.

Shri Rajnish Agarwal, Director of STPI said that sectors like industrial engineering, manufacturing, banking, call center will
benefit from the establishment of IT Parks. Besides, thrust will be given to start-ups which will be a boon for youth with ideas. He said that the main focus will be on youth development for that IT Park will provide facilities like high speed data communication, value added services, consultancy services etc. Start-ups and MSME organizations will also get various incentives from the state government under UP IT & Start-up Policy 2016. Some of these incentives are in the form of monthly sustenance allowance, power subsidy, lease rental rebate, electricity duty exemption, etc.”

Under the UP IT & Start-up Policy 2016, a Policy Implementation Unit has been formed to provide single window clearance system to ensure smooth implementation of the project. KPMG, one of the big four consulting firms, is the Policy Implementation Unit (PIU) Partner for UP IT & Start-up Policy 2016, which has been working closely with the state of Uttar Pradesh for creating IT investment and developing it as an upcoming start-up destination.
